The revamped OTP solution should be able to
- Send the OTP to the Rakuten FX user by SMS
- Make a phone call to the Rakuten FX user with a system voice to tell them the OTP.
- Perform both the SMS sending and the phone call.

- RSHK IT Department will provide a RESTful API to the vendor， so that the revamped OTP
solution can get the value of the preferred OTP delivery method by account number.
- The OTPis a6-digit numeric value.
- The system voice should be in Mandarin， Cantonese and English depending on the
preferred language of the Rakuten FX user.
- The phone call should be made globally，especially to mainland China.
- 1-hour delay will be accepted for the OTP solution to take effect upon the change of the preferred OTP delivery method of the Rakuten FX user
